- Does installation include removal of any existing system? No systems are currently installed on the vehicles.
- If installation includes system removal, will the school dispose of the existing systems or is that responsibility on the awarded vendor? N/A
- Installation will be performed at the one location listed in the bid document, correct? Yes, the central office located in Manchester, KY.
- Is the installation location an enclosed area with proper temperature regulation? Installation will be in a garage. I don’t know that they have a heat system but they do have heat.
- Will buses be available on a rotating shift for installation during business hours, or will installation be performed after operating hours? They can be made available during business hours or after hours if needed. The normal hours are Monday – Friday 8:00 to 4:30 EST.
- Does the agency have preferred locations on the bus for camera placements? Are these all internal cameras or are there any exterior cameras required? One camera on the driver, one on the passenger(s), one camera from the drivers’ position facing the road in front of them, and one facing the road behind them.
- How much minimum onboard storage is required on the DVR for any long-term storage before offloading video? Example: two weeks’ worth of onboard storage before video download. One month preferred.
- How will video be offloaded from the system? Will it be manual upload, or wi-fi upload once the system connects to an existing secure network? Manual upload.
- Is there an existing wi-fi network/access points that will be utilized for video upload? Manual upload.
- Does the agency currently have a long-term video storage solution? If yes, what is it? If no, does the vendor need to propose a cloud-based storage solution? We don’t plan to store the video footage long term unless we need to. You can provide a cloud based storage solution as an option in your bid.

- (Page 5) Section 1.2. Bid submission: “Each bidder shall also sign and submit, with the bid, the attached Contract Agreement.”
- Question: There is not a Contract Agreement attached to the bid. Can you please supply the Contract Agreement? The agreement is on page 23 “Bid Proposal Form”
- (Page 6) Section 1.11. Completion/delivery schedule: “The delivery shall be made within 120 days of bid award. If delivery/installation has not been made within 120 days after bid award, a credit of $10 per day will be assessed against the total due.”
- Question: What are the hours that technicians can install if awarded the contract? We can arrange do have the vehicles available Monday – Friday from 8:00 to 4:30 and on the weekends if needed.

- Question: Does the proposer need to include a driver monitor? Display modes 1UP or 4UP specified, please clarify. I’m not sure what a driver monitor is. Either display mode is acceptable. If the price is different you can quote both.

- Question: Please clarify what a “smart-start” is? Is this equivalent to a UPS (Uninterruptible Power Supply)? Yes, something that safeguards against electrical spikes.

- Question: Should the cameras have integrated microphones? We have found that integrated microphones create clear audio when needing to review video. Yes, internal microphones are preferred.
Radio Engineering Industries, Inc. (REI)
- In Section 3.2.1 the RFP states the goal is for the purchase and installation of 124 4-camera systems. But, in Section 3.3.1 Overall Design Requirements, the quantity states approximately 100-150. What is the number of vehicles that are part of this bid? Please provide an inventory listing the number of vehicles by size. The section 3.2.1 is correct that was an oversight on our end. 124 vehicles with 4 cameras on each vehicle.
- Section 3.3.1 Overall Design specifies Smart-TempTM and Smart-StartTM requirements for the DVR, what approved equal information is needed to confirm another product will provide the same level of requirement? Just a statement saying the product will provide the same level of operation.
- In Section 3.3.1 for the High-Definition Interior Dome Gimbal Camera are the Rotate 360, Pan 360, Tilt 70 required items or would another camera be acceptable if it provides the required view?Yes, other cameras are acceptable if it provides the same view as long as there is a total of 4 cameras on each vehicle.
- In Section 3.3.1 the configuration backup is listed as retaining information for up to 10 years. What information will be required and how does it need to be saved? i.e. Metadata on the Cloud, some states cannot keep data longer than 2 weeks legally. Does your cameras come with a SD card that we would be able to remove & view? If so, as long as the card records data for up to 30 days then we will be fine.

- Can Daniel Boone CAA please provide a list or overview of fleet vehicle types available and the number of each type of vehicle? (minivans, SUVs, cutaways with lifts, etc.) 124 total vehicles. 22 vans, 47 SUVs, 35 mini vans, and 20 cutaway buses.
- The primary storage type listed on page 16 of the RFP states SD Card. Is using an SD card for the primary storage a requirement or preference or would DBCAA also consider a hard disk drive as a primary storage option? SD Card is preferred. You can quote it both ways in your bid.
- Please provide the number of days (or hours of video) of video retention on the DVR that DBCAA requires. 30 days.

2.26. Payment
DBCAA will remit payment within 30 days of satisfactory project completion.
Q. Will DBCAA consider different payment terms? This could be based on the completion of a set number of vehicles or a set timeframe once the installation starts.
Example, (X) number of vehicles are completed and DBCAA considers that group of (X) number of camera installations satisfactory, DBCAA will remit payment for that group of vehicles.
This would depend on if we can get approval from the Transportation cabinet to alter the payment schedule. If your bid is chosen, we will discuss payment at that time.
