Low-Income Home Energy Assistance Program

DBCAA’s Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps eligible low-income households in Kentucky with home energy costs. 

Serving the following counties: Clay, Jackson, Laurel, and Rockcastle. If you live outside of this service area, please contact your local community action agency for LIHEAP scheduling assistance.

 

Program Components:

  • Subsidy: One-time payment to help with regular cooling/heating bills — no disconnect notice required.

  • Crisis: Serves clients that are:

    • Facing disconnection

    • Running low on pre-paid electricity (10 days or less)

    • Nearly out of bulk fuel (4 days or less)

 

Who Qualifies?

You may qualify if your household:

  • Has a total income at or below 150% of the Federal Poverty Guidelines

  • Has individually metered electric service in your name or a household member’s name
