DBCAA’s Low Income Home Energy Assistance Program (LIHEAP) is a federally funded program that helps eligible low-income households in Kentucky with home energy costs.
Serving the following counties: Clay, Jackson, Laurel, and Rockcastle. If you live outside of this service area, please contact your local community action agency for LIHEAP scheduling assistance.
Subsidy: One-time payment to help with regular cooling/heating bills — no disconnect notice required.
Crisis: Serves clients that are:
Facing disconnection
Running low on pre-paid electricity (10 days or less)
Nearly out of bulk fuel (4 days or less)
You may qualify if your household:
Has a total income at or below 150% of the Federal Poverty Guidelines
Has individually metered electric service in your name or a household member’s name
